The Limburg Vision for the Future provides guidance for the major social, spatial, and economic choices needed to ensure that Limburg remains a prosperous, sustainable, and connected province in 2050, where nature and our fellow citizens are always close at hand.
With this vision, Limburg is taking the initiative to remain in control of its own future. Given all the transitions and major challenges facing Limburg, a clear and coherent long-term strategy is needed. The integrated vision was developed in close collaboration between the Province of Limburg and a consortium of consulting firms, consisting of: PosadMaxwan, Generation.Energy, AT Osborne, Stec Groep, and Goudappel.
Transitions
Together with the province, the consortium worked on a vision that explicitly draws lessons from the past. It is based on data analyses and a clear understanding of current challenges. At the same time, the vision is grounded in the future, through scenario analyses and long-term ambitions. Within this project, PosadMaxwan was responsible for developing and evaluating the future scenarios and consistently translated the expertise of subject matter experts into spatial implications and coherent narratives. Thus, the major transitions in the areas of an aging population, climate adaptation, energy, digitization, and strategic autonomy were not approached as isolated challenges, but as interconnected opportunities.
Backbone
Central to the vision is the Limburg Compass for 2050, composed of four interconnected movements: communities with a voice, a distinctive landscape, dynamic urban areas, and Limburg as a crossroads in Europe. Together, these movements form the backbone of the vision and guide future policy and investment decisions. As a factual basis, our Digital Cities team compiled the underlying data using a standardized data protocol, and the map data from all phases was consolidated into an online GIS viewer, allowing substantive decisions to be continuously assessed from a spatial perspective.

In context
The starting point is a single, integrated framework: both the Netherlands Environmental Assessment Agency (PBL) and the Netherlands Bureau for Economic Policy Analysis (CPB) have recently published four scenarios for the Netherlands. These scenarios make it clear that choices regarding prosperity, well-being, and sustainability are interrelated. For this reason, it was decided to address the future visions for the Economy, Housing, Rural Areas, Mobility, and Energy in a single integrated study. For all these themes, the scenarios have been explored in greater depth for Limburg. Special attention is given to Limburg’s border location, its landscape, and its identity and culture.

Building the Future Together
With the Limburg 2050 Vision for the Future, the province has a solid strategic framework that provides guidance in a time of major change. Such an exploration encourages us to look to the future with an open mind and to explore options that, based on our current perspective, we might not otherwise consider. Ultimately, the vision is an invitation to municipalities, civil society organizations, entrepreneurs, and residents to build the province’s future together.
