The municipality of Haarlemmermeer has grown rapidly in recent years, both economically and demographically. This brings with it new challenges: how do we ensure that work locations remain attractive, sustainable and competitive in the future, while space is scarce and pressure is increasing due to challanges such as housing, energy transition and climate adaptation?

To answer that question, the municipality of Haarlemmermeer, together with PosadMaxwan, Sweco and Brink, drew up the Ruimtelijk Economische Uitwerking Werklocaties. This document is the second part of the Integrale Beschouwing Werklocatiemarkt and translates the previously established Koers Werklocatiemarkt into concrete guidelines for each type of work location.
Three pillars: quality, selectivity and diversification .
We mapped all formal work locations, analyzed their current qualities and development opportunities, and formulated future profiles for 2040. Central are three pillars:
- Quality means, among other things, sustainable and climate-resistant design, good accessibility and an attractive level of facilities.
- Selectivity is about efficient use of space: the right company in the right place, compacting where possible and combining where it has added value.
- Diversification ensures a robust economy with a mix of sectors so that the municipality is less vulnerable to economic fluctuations.

Future profiles as a compass
The future profiles are not a blueprint, but a guiding framework. They help policymakers, entrepreneurs, developers and owners to make choices together that fit Haarlemmermeer's ambition. For example, a circular business park will have space for recycling and reuse, while an urban working environment will focus on adding facilities and, where appropriate, housing.

Measure each site
The elaboration recognizes that not every site is the same. Where one site primarily requires revitalization of outdated buildings, elsewhere redevelopment with housing may provide the right impetus. Opportunities for blending are carefully weighed based on health, accessibility and economic value.
Monitoring for adjustment
The road to 2040 proceeds step by step and often organically. In order to monitor progress and make adjustments where necessary, a digital dashboard has been developed. This provides insight per location into the programmatic and spatial characteristics and how these develop over time. In this way the municipality, together with entrepreneurs and owners, keeps a good eye on the status of each area and timely adjustments can be made.
Working together for 2040
The picture of the future is clear: in 2040 Haarlemmermeer will have a network of strong, sustainable and attractive work locations, embedded in a healthy living environment. This requires cooperation between the municipality, market parties and residents, with an eye for both the big picture and local opportunities. The Ruimtelijk Economische Uitwerking Werklocaties offers a compass that gives direction and at the same time is flexible enough to move with new insights and initiatives.
