Arcadis, PosadMaxwan and Significance were commissioned by project organization De Lelylijn to research and develop three basic alternatives for the new high-speed rail link between the Northern Netherlands and the Randstad. PosadMaxwan facilitated the design workshops and translated the research results into clear map visuals and a public GIS viewer.

The Accessibility Study, part of the MIRT study (Multi-Year Programme for Infrastructure, Spatial Planning, and Transport) on the Lelylijn, is not intended to select a single route. Instead, it explores the possibilities within the broader framework: what does the Lelylijn contribute in terms of transport value, and what are the estimated overall costs of the potential railway line?
In the MIRT approach, conducting a broad investigation is essential. The three alternatives from the accessibility study cover the full spectrum of possibilities: a northern route via the Afsluitdijk, a central route aligned with the A6 and A7 highways (bundled route), and a southern route. Within and between these studied route alternatives, many variations remain possible.
In addition to the three basic alternatives, the plan includes a cost estimate and a calculation of transport value for multiple timetable concepts. This study was conducted through research and various working sessions, including Provincial workshops, Legosteenateliers, and the Lelylijn games, in which stakeholders were closely involved. The final report and the GIS viewer are now available online. This study forms the foundation for a potential follow-up in the Exploration Phase.
