Amsterdam is growing, climate goals are well known, opportunity inequality is increasing, and life in the city is changing. These major themes are strongly interconnected at different scales within the integral task of urban development. It is up to Amsterdam to carefully integrate these themes, translated into policy ambitions, into the future city.

The municipality is committed to densification. A livable, future-proof city requires insight into the conditions that contribute to a vital and climate-neutral city. How do we ensure that Amsterdam makes the right choices at the project level to realize policy ambitions in the areas of vitality, compactness and climate neutrality?
The goal of this project is to investigate how recently completed buildings perform in relation to contemporary issues. What correlations and trends do we see? Where is the synergy, balance, conflicts and opportunities? What is useful and what is needed?
In addition, we want to design a new methodology to examine building performance more quickly and accurately. This will allow us to better anticipate tomorrow's challenges.
Our data-driven working methodology is based on a script that allows us to automate the calculation of more than 30 quantitative indicators for vitality, compactness and climate neutrality. We also integrate qualitative indicators for the same themes.
We have found that this method and tool has several aspects that can support the internal municipal conversation:
-
Analysis of neighborhoods and buildings.
With accurate and precise data, we gain insight into what is happening at the building and neighborhood level. Data-driven assessment methods allow us to compare test cases more clearly and objectively. -
Hypothesis Testing
This tool enables data-based comparisons within a design context. The tool can validate expert judgment hypotheses and add data-driven facts to assumptions. -
Constructing hypotheses
The tool can also help construct hypotheses by using parameter and case study combinations, providing valuable insights beyond expert judgment. -
Monitoring
By tracking parameter evaluation for buildings and areas over time, we can monitor progress toward citywide goals for vitality, density and climate neutrality.
